The following requirements are in place for reporting and tax purposes. They ask that you obtain an EIN, withhold taxes, verify your worker’s eligibility before hiring and register them with the state after they begin working for you.

First Source Hiring

You are required to participate in the First Source Hiring Program if your business meets any one of the following three criteria:

  • Awarded a City of SF contract that's over $50,000
  • Lease space of any size from the City of SF
  • Lease space of any size in any building that is over 25,000 square feet
